The US Department of Energy Weatherization Assistance Program has served income-qualified households for over 40 years. This research looks the programmatic barriers for the low-income energy efficiency program. The area of study is Southeast Michigan. Methodology consists of gathering and analyzing quantitative data (using American Community Survey 2012-2016 5-year estimate) and qualitative data in the form of semi-structured interviews. The results from this research could have implications on the national level, hoping to assist local Community Action Agencies in implementing the program.
