Benchmarking Current States' Wet Weather Discharge Policies

Objectives

At the request of the Michigan Department of Environmental Quality (MDEQ), the objectives of this research effort are to benchmark the wet weather protocols and practices of the several states, the U.S. EPA Regions (1-10) and U.S. EPA Headquarters in order to establish the range of the current state of the art of the implementation of these important regulatory requirements in this country. 

Regulatory Requirements

The regulatory requirements and practices of interest include but are not limited to the following:  combined sewer overflows (CSOs); sanitary sewer overflows (SSOs);  industrial storm water;  municipal storm water; water quality-based effluent limits (WQBELs); whole effluent toxicity (WET) -based limits; what types of wet weather discharges are regulated (agricultural- including concentrated animal feedlot operations (CAFOs), urban, industrial); extent and purpose of wet weather sampling; the degree to which  water quantity, and not just quality is considered for wet weather impacts to receiving waters: land application of wastes regulatory requirements including pathogens in the wastes applied to land, agronomic rates for land application, pollutant rates (e.g., metals) for land application, pharmaceuticals that may be in land applied wastes;  soil erosion and sedimentation control; contractor storm water control; and non point source pollutant control.
